I am working on my sister’s laptop and she stopped her computer in the middle of a factory reset and Windows 10 stopped working and did the automatic recovery loop. I did a lot of stuff in the command prompt and it didn’t work.

If it did not then do not pursue the notion of a factory restore at all.

It might be the case that booting from an installation disk but choosing Repair your computer [rather than Install now ] then Advanced , Troubleshot , Start-up repair might fix the whole thing for less effort but it would be impossible to predict that in advance.
